Under the general direction of the Facilities Superintendent, performs administrative, supervisory, and daily operational duties for the Citys treatment facilities (potable water, wastewater and reclaimed water) and their assigned personnel. Duties include supervision of personnel and the maintenance and planning of treatment processes to ensure all treatment goals are met; as well as ongoing assessment and planning to ensure the continued operation of the facilities. Duties shall also include the proper tracking of treatment data and preparation of regulatory submittals to meet permitting requirements. Position requires the application of independent judgment in planning and directing the operations of the facilities which meets regulatory requirements. Assignments are made orally or in writing and work is reviewed through observation of results obtained, conferences, and periodic reports or evaluations. The list of essential functions, as outlined herein, is intended to be representative of the tasks performed within this classification.   • Develops, updates, and maintains operational procedures for treatment facilities.
  • Preforms Daily Treatment Plant duties including but not limited too daily rounds, projects, and general maintenance.
  • Develops, implements, and maintains preventative maintenance programs.
  • Supervises day-to-day staffing and the operational responsibilities of treatment plant operators.
  • Resolves facilities-related problems through investigations, discussions, and evaluations.
  • Ensures all log books are maintained daily, and that operational and equipment information is recorded properly and accurately.
  • Updates and maintains operational procedures for treatment facilities.
  • Implements and monitors inventory control to ensure stock of sufficient parts and materials.
  • Troubleshoots facility and the equipment within, including those experienced by SCADA, chemical analyzers, and PLCs.
  • Assists the Facilities Superintendent or Department Director with the design and management of various capital improvement projects which are related to facilities. Shall operate as the inspector on those capitol project to assure that work completed fulfills the Citys needs and expectations.
  • Inspects facility operations and construction activity through site visits.
  • Ensures all work preformed adheres to established safety standards.
  • Assists the Facilities Superintendent with various personnel matters including hiring, discipline, training and development, performance evaluations, and related activities.
  • Ensures that treatment programs are compliant with current applicable regulations and plans for future regulatory changes.
  • Maintains, reviews, and reports operational and treatment data for internal usage and regulatory requirements.
  • Performs other duties of a comparable level as assigned.
  • Acts as Facilities Superintendent during temporary absences or vacations.
High school diploma or GED; must possess both State of Florida Wastewater Treatment and Water Treatment Operator Licenses, with one license advanced beyond the minimum C level or the ability to achieve the required license within 18 months of receiving the position. Must possess valid Florida Drivers License.Thorough knowledge of applicable agency rules, regulations and reporting procedures.

Thorough knowledge of facility permit compliance requirements.

General working knowledge of pumps, motors, and equipment used in the treatment of potable and reclaimed water.

Working and troubleshooting knowledge of and ability to work with various software applications, including but not limited to Microsoft Office products, SCADA, and PLC for treatment facilities.

Thorough knowledge of the maintenance and troubleshooting procedures essential to ensuring the successful operation of facilities.

Thorough knowledge of the occupational hazards and safety precautions of the field.

Ability to assist with preparation and administration of budgets, including long-term equipment maintenance and capital programs.

Ability to communicate clearly and concisely, orally and in writing.

Ability to direct subordinates and to facilitate staff toward objective accomplishments.

Ability to establish and maintain an effective professional working relationship with departmental personnel, all levels of employees, City officials, other government agencies, and the general public.
