NEW Solutions connects experienced workers (ages 55+) with the Bureau ofReclamation (USBR). These experienced professionals provide administrative,scientific, and technical support to the Bureau of Reclamation through theExperienced Services Program (ESP).

The enrollment relationship between NEW Solutions and the Enrollee isan ?at-will? relationship. Minimum of 20 year(s) of experience in Real property management,acquisition/disposal, negotiations, valuation/appraisal OR J.D. in General Lawwith minimum additional experience of 20 year(s) in Real property management,acquisition/disposal, negotiations, valuation/appraisal

Real Estate Broker, Member of the Bar in any state, Spanish language andculture skills for potential interactions with Spanish speaking property ownersExperience required with Windows, MS Word, MS Excel, MS PowerPoint, MSTeams, MS Outlook, MS SharePoint, Adobe AcrobatDuties:

The enrollee serves as a consultant and expert to the Regional Realty Officerand staff rendering technical advice and assists with the acquisition, disposal,and management of land resources for the Upper Colorado Basin (UCB), Region 7.This includes assisting staff by preparing guidance materials that describerequirements and methodologies used in federal land and realty transactions forland rights to be acquired, withdrawn, managed, or disposed for the variousfeatures of Bureau of Reclamation (Reclamation) projects. All determinations aremade by Reclamation officials. The enrollee will provide advisory, training, andprocess-support services to assist realty staff. The enrollee will notnegotiate, draft, approve, or execute real property instruments; will not makelegal or valuation determinations; and will not perform inherently governmentalfunctions. The enrollee will not replace, perform, or substitute for the dutiesof any federal position.

Provide advisory support, technical guidance, and training materials relatedto land acquisition processes in full conformance with applicable Federal,State, and Reclamation regulations, policy, and procedure as described in thestatement of work. Provide land acquisition expertise to UCB realty staff. Allland acquisition decisions, actions, and approvals remain solely withReclamation officials 30%Provide analysis, process documentation, and training to assist staff inunderstanding land disposal requirements as described in the statement of work.Provide land disposal expertise to UCB realty staff. All land disposal actionsand determinations will be performed by Reclamation officials. 20%Develop and deliver training to UCB realty staff on federal Waiver Valuationconcepts and procedures as described in the statement of work. The enrollee willnot conduct Waiver Valuations or make valuation determinations 40%Review and verify land asset class attribute data fields in the EnterpriseAsset Registry (EAR) as assigned. 10%

Other:Required Certifications: Senior Right-Of-Way Professional designationOvernight travel: The duties of position may require overnight travel up tothree times per year, with trips lasting up to 4 days in durationAir travel anticipated: These would be the overnight travel previouslymentioned - travel up to four times per year, with trips lasting up to 4 days indurationHealth and Safety Considerations: The position involves instances where theenrollee may need to conduct on-site property inspections, which may requiredriving to the property and cautiously traversing the property on foot.Completion of the DOI On-line Defensive Driving course may be required,especially if Government vehicles are usedPhysical requirements: The job is largely comprised of tasks performed in anoffice (use of a computer and phone, minimal lifting to access files) thoughthere may be need to inspect real property which will require the ability todrive a motor vehicle and walk for extended periods.
